The carriage of oils and fats in bulk is complex with ever-evolving practices and contractual obligations that are demanded by all international markets. The FOSFA Carriage of Oils and Fats publication is a set of protocols and documents that are referred to in our contracts to instruct and help bring clarity to the subject.

When trading in bulk under FOSFA Cost Insurance and Freight (CIF) terms, there are specific references in contracts and optional clauses to the documents contained in the Carriage of Oils and Fats publication. Their purpose is to ensure the safe handling and preservation of the integrity of the cargo to which the contract relates, and to avoid contamination incidents.

Contract Referred Documents
Qualifications and Operational Procedures (FOSFA members only)
- Qualifications – Describes the tank, cargo and handling facilities required to ensure the safe handling of the subject cargo.
- Operational Procedures – Describes physical operations, conditions relating to previous cargoes in tanks to be loaded with the subject cargo, heating, inspection procedures, certifications, etc that are required to ensure the safe handling of the subject cargo.
Heating Instructions (FOSFA members only)
Gives information about the heating requirements and temperature controls/ranges applicable to the carriage of oils and fats.
PORAM Heating Instructions
Details the heating requirements for PORAM Palm oil and palm kernel oil and its derived products.
List of Banned Immediate Previous Cargoes
List of substances which are banned as previous cargoes in tanks into which the subject cargo is to be loaded in order to limit the contamination risk.
List of Acceptable Immediate Previous Cargoes
List of substances which are acceptable as previous cargoes in tanks into which the subject cargo is to be loaded as they are considered an unlikely contamination risk.
Prescribed Report Forms
- Combined Master’s Certificate (FOSFA members only)
Certificate prepared by ship’s master or owners identifying the vessel, stating its classification, and detailing the ship’s stowage, handling, heating facilities, previous cargoes, etc. It also confirms the ship meets the requirements of the FOSFA Qualifications and Operational Procedures. - Certificate of Compliance, Cleanliness and Suitability of Ship’s Tank (FOSFA members only)
Certificate prepared by the inspecting superintendent reporting the detail provided by the ship in the FOSFA Combined Masters Certificate and reporting results of physical inspection of ship’s tanks and handling facilities.

Previous Cargo Flow Charts
The two flow charts below assist users to determine the suitability of a vessel/barge’s tank for the carriage of oils and fats in relation to the immediate previous cargo, either as a banned or acceptable list substance.

Although cleaning procedures between and prior to the loading of oils and fats are very important, it does not form part of these documents. Generally, cleaning procedures can be ascertained from ship owners and operators.
